Marshaling Policy

The NYC Parks Department requires CRCA to station marshals on the race course to ensure the safety of racers and other park users. Marshals are a highly visible part of CRCA operations, serving as ambassadors of the club. 

The role is absolutely critical to the success and safety of all club races - without marshals we would not be able to race in Central Park.  We expect all Season Pass members to share in our Club's marshaling obligations.

All questions not covered here should be addressed to the Marshal Director.

Marshaling Requirements

CRCA Racing Pass 1-3 members are expected to complete one (1), two (2), or three (3) marshal credits each year, depending on the type of Racing Pass purchased. Donor, Basic, Junior, and Lifetime members do not have to marshal. The CRCA Board reserves the right to change this policy if it determines that additional marshals are needed to meet the Club’s obligations.

Each Club Race and Open Race typically counts for one (1) marshal credit. Any races that count for double credit will be communicated by the Marshal Director and reflected on the signup portal.

Racing Pass 1-3 members must sign up for their marshaling requirements in order to be eligible to participate in Club races.

Volunteer Release Form

Marshals must complete and upload a Volunteer Release Form as part of the CRCA membership purchase/renewal process. Without an approved Volunteer Release Form you cannot marshal and you will miss your scheduled marshal date(s), putting the club and your fellow racers at risk.

Dates and Assignments

Marshal date selection takes place during the CRCA membership purchase/renewal process on the Member Portal.  

Once you have selected a marshal date, you cannot change that date until the minimum number of marshals is met for that date. If and when that minimum threshold is met, you can make a change. This is done through the “Manage Marshal Dates” tab in the members section of the website.

To ensure we meet marshal minimums, you will not be able to change a marshal date inside of two (2) weeks from the race date. If you cannot make that commitment, you are responsible for finding a substitute.

Marshal assignments will be published on the Marshal Assignments page at least one (1) month in advance of a race, and marshals will receive an e-mail reminder to the address used to register membership.

Ultimately, it is YOUR sole responsibility to keep track of and fulfill your marshal assignments.

Substitutes

Members may recruit teammates, other CRCA members, adult friends, or relatives to serve as their substitute for the marshal duty commitment. Substitutes must be at least 18 years old.

Members do not have to inform the Marshal Director when they use a substitute. However, on the day of the race, members must instruct their substitutes to communicate to the designated Marshal Captain (e.g. Jessica, Allison, or another designee) the member's name and any special reason for marshaling (e.g., “getting off suspension”), to ensure proper credit is recorded.

Members are responsible for all actions of their substitute. Members must ensure that their substitute has read this CRCA Marshaling Policy, has read and understood the Marshaling Instructions and has provided a completed a Marshal Waiver at check-in. If a member’s substitute does not show up or fails to marshal properly (e.g., on the phone, shows up late or leaves early, etc.), that member will not receive marshal credit and all applicable penalties will apply.

We emphasize that marshaling should be seen as a Club member’s duty and is the best way to give back to your Club. Our members are typically our most diligent, aware and most effective marshals. We urge members to commit to completing your marshal duty yourself rather than using a substitute whenever possible.

Suspension

Members who miss a marshal date, for any reason, will be immediately suspended. A suspended member is not permitted to race in Club Races.

A suspended member who is inadvertently allowed to enter a club race will be disqualified, and forfeit results and winnings for that race. Additional penalties, to be determined by the CRCA Board, may also be imposed.

The suspension of members, who are part of a CRCA Sub-team, will also impact their team: 

  • a team with a suspended rider may not earn Team Cup points

  • a teammate of a suspended rider may not earn any Jim Boyd points

  • a team with two (2) or more suspended riders may not race

  • a team with a rider who no-shows for marshal duty must forfeit another team member to serve as marshal for that race if there is a marshal deficit

Team Managers are responsible for ensuring that their team members comply with the marshaling policy.

Suspensions commence immediately upon failure to show up or adequately complete a marshal duty, and last until the suspension is cured. A suspension will be cured upon the completion of a make-up marshal date by the suspended rider or by paying a $150 fine, to be coordinated with the Marshal Director.

Double Suspension

In the event you are suspended and miss your make-up marshal date, you will be double suspended, and assessed an extra marshaling date (penalty date) in addition to a rescheduled make-up date: 1) one date to cover the initial missed make-up date, and 2) an additional penalty date. To cure a double suspension, you may also pay a $325 fine. 

Suspension Removal

Suspended members must complete their make-up marshaling date(s) before their suspension is lifted and they are eligible to race again.

Suspended members are responsible for making up all missed dates and must make arrangements in advance with the Marshal Director. If you show up the morning of a race to make-up a marshal date without having obtained prior approval from the Marshal Director, you run the risk of not receiving credit if we are at marshal capacity.

Suspensions carry over from the prior year. Members on the suspension list at the start of the present year may not race and will not be assigned new marshal dates until the suspension is made up.

Suspended members may request to complete additional club duties to resolve their suspension sooner, subject to the availability of such tasks and at the discretion of the Teams and Marshal Directors. A suspended member may also cure their suspensions (and avoid marshal duty) by becoming or upgrading to a CRCA Donor Member in the year they are suspended.

Marshaling Instructions

Before the Race

Marshals must arrive on time. Races can’t start until all marshals are in place. Marshal start times are set to give you enough time to reach your assigned location before the race begins.

Ride your bike to your assigned spot. If you can’t, use another fast, non-motorized option (no cars, motorcycles, or mopeds). Assignments are spread throughout the Park, and it’s your responsibility to get there promptly after check-in.

While Marshaling

When you're marshaling, your full attention is essential. Please avoid the following:

  • No headphones – You must hear whistles and approaching motos/fields.

  • No phones or screens – Stay alert; now isn’t the time for scrolling.

  • No photos or video – Keep your hands free to signal racers and park users.

Please note that marshals who are seen engaging in these activities may face penalties such as suspension or forfeiting the marshal credit. Our ability to race in Central Park relies on reliable marshals and is the best way we can keep our racers and other park users safe. 

Locations

All marshals will be assigned a location based on a lamp post/traffic light number in Central Park as follows:

  • <E/W><Street><Lamp post/traffic light Number>

For example, if your location is E8303:

  • <E><83><03>, so your location is

  • East 83rd Street, third lamp post

Each lamp post or traffic light should be marked with these alpha-numerical codes at their base.

Safety and Responsibilities

  • Wear your high-vis vest so motos, racers, and park users can easily see and identify you. It’s key for your safety.

  • Place orange cones on the double white line separating the recreational and racing lanes, not in the middle of the road.

  • Use your whistle as the field approaches. Start when you hear the previous marshal’s whistle and ensure all park users are clear of the road. Blow your whistle even if no one is around to alert the next marshal.

  • Keep blowing the whistle until the entire field passes. If there is a breakaway, use your judgment, but err on the side of caution and whistle generously.

  • Stay at your post until a moto signals that the race is over.

Off-leash Dogs

Off leash hours in Central Park span 6am to 9am. If there is no field approaching, inform dog owners that there's a bike race in progress and to listen for whistles.  If a field is approaching, firmly alert owners to physically take control of their pet. There have been serious injuries in the past to both racers and dogs.

As ambassadors of CRCA, keep your interactions with other park users courteous and concise. You do not have the authority to control the behavior of others, but the safety of racers and other park users is a marshal’s priority.

Accidents/Emergencies

Should an accident occur, see if those involved require medical assistance. If so, follow these steps:

  • Unless the wound is critical (severed artery, very obvious life threatening issue), call the race director immediately: 718-309-9877. CPMU ambulances are stationed at every race. Typically, it is much faster to dispatch an ambulance from Cat's Paw than by dialing 911.

  • If there is a life threatening emergency, or CPMU ambulance cannot be reached, call 911 and THEN contact the race director at 718-309-9877

  • Provide the Race Director with all pertinent information so they can determine if the race should continue.

  • If the injured party is able to be moved, assist them in clearing the road to ensure they are not further harmed by oncoming park traffic or other racers.

  • If the injured party is not mobile, stand in front of them to ensure their safety until further help arrives. Reposition cones if possible to ensure regular Park users are directed around the incident.

  • Stay with the injured party until help arrives.

  • If time allows, collect the injured party's name and contact information for further follow up.

  • DO NOT ADMINISTER FIRST AID UNLESS YOU ARE A TRAINED HEALTH CARE PROFESSIONAL.

Do not leave your post unless absolutely necessary.

After the Race

Marshals should stay at their posts until a moto comes around signaling that the race is over. Do not leave your marshal post until this has been confirmed.  Once confirmed, return cones and vest to the Marshal Captain and check out. Failure to do so will result in your not receiving credit for your marshal duty.
